This report explores how best to implement effective land reform, based
on past experience in less-developed and transitional economies. The authors
discuss the potential benefits of land reform, factors that make it possible,
why it is often neglected, lessons from the 20th Century, and the role
of foreign donors, concluding with a proposed agenda for successful land
reform in the 21st Century.
